Clarify the license summaries without changing the grants. Commercial use of AGPL-covered FTW code remains allowed under its terms. New Energyplan workers may be used unmodified with FTW only for a person's own private household. Free noncommercial redistribution with FTW is allowed only for that household use and must include the binary license and third-party notices. Other use or distribution requires a separate written Sourceful license, including commercial use and hosted or managed operation for others.

Apply the wording to the release note, addressing the review on #68. Checked against BINARY-LICENSE.txt sections 1–3 and LICENSING.md; diff check passed.

P1 Badge Keep worker permissions within their licensed scope

For nonprofit redistribution outside private-household use or any unpaid hosted service, this release note now implies that no separate license is required. That conflicts with LICENSING.md:28-30, which permits free noncommercial redistribution only “for that use” and requires a Sourceful license for services generally, not merely paid services. Because this changeset becomes user-facing licensing guidance, restore the household-use qualifier and remove the added paid limitation to avoid directing users beyond the workers' actual license.
