Prepare 0.1.7: Files workspace and profile removal integrity

Rebuild Files as a retained multi-document workspace and repair profile records after accepted mod/HUD removal. The candidate starts from public 0.1.6 and covers RND-247, RND-228 and RND-313–323.

Files now provides a syntax-colored editor, offline sourced TF2 help/completion, bounded worker diagnostics, safe cfg creation, caller/target navigation and source-conflict review. Native saves bind to the profile, install, loader and exact live/library bytes. Existing profiles and exports remain compatible; no new write roots or incompatible schema changes.

Validation:

• Final maintenance and forward-port CI pass: frontend tests/build/Biome, Windows/Linux Rust tests, format/Clippy, pinned HUD semantics and previous-public profile compatibility.
• Public 0.1.6 export → candidate import/re-export preserves exact payload bytes.
• Native WebView2/WebKitGTK checks cover layouts, keyboard, generated NVDA/Orca speech, Linux Japanese IME, reduced motion and measured responsiveness. Normal typing and representative analysis meet the proposed targets.
• Candidate 35491010492 passed validation, installer/updater checks from 0.1.6 and full Linux package smoke. Its Windows debug-attachment harness failure is closed by recovery 35493043167, which tests the exact signed Windows installer and verifies both platforms’ signatures/feed. Both actual packaged workers pass under unchanged CSP. The original failed run remains documented; no publication occurred.
• Product code matches candidate commit 6ecbcc0; subsequent commits add qualification harnesses and evidence only.

Qualification limits: Orca 42/WebKitGTK did not speak the full warning or save status in bounded follow-ups; its live-region child-add handling is unsupported. NVDA announced both. Windows Japanese IME was not exercised. Fixtures, actual packaged-origin checks and native filesystem regressions are documented separately; no real player data or retail game was used.
