Carry the 0.1.7 Files workspace and profile removal fixes into main while retaining version 0.2.0 and its profile-owned preloader architecture.
Includes source-bound saves, retained editor drafts, safe cfg creation, offline TF2 reference/completion, background diagnostics, caller navigation and reconciled mod/HUD records from maintenance PR #54. Maintenance version changes and release qualification infrastructure stay on #54.
Final frontend and Windows/Linux Rust CI passes at 9dcb51b: https://github.com/rndaom/execs/actions/runs/35490926728. Dependency notices are regenerated. Native and signed private package evidence, including explicit Orca 42 and Windows IME limitations, is recorded on #54.
