That job now runs on the built-in
GITHUB_TOKEN, which is subject to the"Allow GitHub Actions to create and approve pull requests" org setting. Either
enable that setting, or give the job the same
secrets.UPDATE_PR_TOKEN || github.tokenfallback thatupdate.yamlalready has.
