Summary

• turn folder-structure-sync into the shared Rootline CLI, desktop, and hosted-profile-sync workspace
• preserve the folder-sync npm identity and legacy CLI behavior while adding deterministic core/config/JSON support
• add the offline-first Tauri desktop, Authentik profile sync API, release gates, signed candidate/beta workflow, and complete release documentation
