The fail-closed migration run proved the existing Apple certificate bundle uses RC2-40-CBC. OpenSSL 3 requires the legacy provider to validate that PKCS#12. This minimal change adds the documented -legacy flag.\n\nValidation: actionlint and git diff --check pass. The failed run stopped before copying or deleting any secret.
