fix(knowledge): support eval 0.183 consumers

Knowledge's peer range rejected Eval 0.183 even though its consumed APIs remain compatible. Admit Eval 0.182 and 0.183, retain the existing 0.182.0 development pin, and verify packed consumers and official optimizers against both releases in CI and before publication.

The verification override rejects unsupported versions. This prepares Knowledge 17.0.3; it does not publish the package.

Validation:

• Linux Node 22.23.2: 907 tests passed, zero failed, seven configured skips. A live source probe also reported an unavailable upstream page.
• Clean packed installs on Eval 0.182.0 and 0.183.0 passed import, declaration, CLI, skill, repack, and single-copy peer checks.
• Official GEPA and SkillOpt integrations passed 2/2 on each Eval release with its matching Python RPC package.
• Source and contract typechecks passed with both declaration sets; Biome passed.
• Independent review found no actionable issues.
