PyGPSClient Pull Request Template

Description

1. Add GUI Configuration Options panel to set internal GUI configuration parameters (previously only available via manual edits of json file). NB: User must save configuration and restart app after any changes.
2. Add "Toggle Settings" button to Banner panel for quick access to Settings (docked or undocked).
3. Streamline UBX Legacy Configuration panel for improved access on low res displays.
4. Enhanced validation messaging in UBX and NMEA configuration panels.

Testing

Please test all changes, however trivial, against the supplied pytest suite tests/test_*.py. Please describe any test cases you have amended or added to this suite to maintain >= 99% code coverage.
