Holding this sync PR — do not merge yet. Its diff updates the manifests' license fields and SOURCE_DIGEST but does not carry the composed Apache-2.0 LICENSE file (the branch still has the all-rights-reserved text), so merging would record a digest for content the mirror doesn't have. Root cause is the sync workflow's hardcoded staging pathspec in agentic-api, fixed in scope3data/agentic-api#13080 (approved, landing when the admission gate clears). The next sync after that merge will carry LICENSE + validate-plugin.yml; this PR will be superseded or updated then. |

Closing as superseded: this sync was composed before the staging fix (scope3data/agentic-api#13080) and omits the LICENSE file. The next sync after that fix lands will carry the complete managed set (Apache-2.0 LICENSE, license fields, validate-plugin.yml) and will be reviewed and merged instead. |
