(CAT-2581) Bump default Ruby version from 3.1 to 3.2 - #184

pdk-templates now requires voxpupuli-puppet-lint-plugins ~> 7.0 and rubocop ~> 1.73.0, both of which need Ruby >= 3.2. Every reusable workflow here still defaulted new callers to Ruby 3.1, so mend, CI, and acceptance runs fail bundle resolution as soon as a module picks up the latest template.
