When a repository has no intent.md, the MCP initialization guidance previously told the agent to draft and offer a save, omitting the open-choice workflow. MCP 1.31.1 now instructs both modes to run repository preflight, save consequential unresolved choices in a local draft, and stop before product-code changes. Connected guidance preserves human-assisted adoption and separate revision authorization.
Pin the launcher to MCP 1.31.1 and bump the plugin to 0.1.31 so installations receive that guidance. Skills and hooks are unchanged; this does not claim to fix missing skill descriptions or prove automatic routing.
Validation: all 150 MCP smoke checks pass against both the local build and a fresh npm installation of 1.31.1; all 31 plugin tests pass; marketplace and plugin manifests validate; all nine skills match the published package; the deterministic readiness suite passes.
