This PR starts centralizing the renovate GHA workflow template so it can be re-used.

  • Central Renovate workflow that can currently be used by ODG (environment: renovate, ODGBot app) but also possibly expanded to OCM
  • Release-Please workflow that creates tags so workflow consumer can refence the job in a stable way e.g. using @v1
  • There is a barebones central renovate config
  • Adds a nightly sweeper cronjob that can sweep repos centrally listed in.github/renovate-repositories.json

I'll be happy to walk any PR reviewers through as this is maybe a bit too unclear how things are correlated.
