Changelog entry for the v1.16.2 release. Ships since v1.16.1:

• scheduled-task image fix (fix(scheduled-task): run the image as the k8s scope with the overlay and ship aws-cli #247): base at the k8s scope + NP_OVERRIDES_PATH overlay (was running the overlay's partial workflows as the whole scope), plus aws-cli.
• Tag registration (ci(publish-images): register the release tag on every scope image artifact #248): every scope image artifact registers with its release tag — packages can lookup = true by meta.tag.
• Publish pipeline fixes (fix(publish): underscore image names + existing_tag recovery dispatch #240/revert(publish): hyphen image names (scheduled-task, containers-datadog) #243/fix(publish): pin GH_REPO in finalize-release #246): correct ECR names, existing_tag recovery dispatch building the tag's commit, GH_REPO on the release upsert.

Release plan after this merges: promote beta → main, then push branch v1.16.2 + tag v1.16.2 at main HEAD — the tag push runs the fixed publish workflow end to end (first release with tag-carrying artifacts).
