Stacked on #101 (same pinning convention). The sign-image composite installed cosign-installer by mutable tag and used the installer's default cosign version, which drifts with installer releases. Now pinned to the v4.1.2 commit SHA with cosign v3.1.3 explicit (latest stable, no known advisories; the previous implicit default was v3.0.6).

No interface changes for callers.
