Companion to malloydata/malloy#3044, which adds BigQuery's
authClient— acredential the host application supplies rather than one written in the config
file. Publisher uses it to give each tenant its own impersonated service
account.
Also notes the one place the environment-variable section was too absolute: a
property whose absence is unsafe now fails the connection instead of quietly
doing without.
