Moves the Linux host lifecycle into the public, tested sitectl host command surface and reduces the Cloud Compose rootfs shell footprint to a guarded budget.

Also:

  • pins the managed runtime to sitectl v1.12.2, including hardened lifecycle-lock handling
  • preserves an existing Docker CE toolchain instead of installing conflicting Ubuntu docker.io/containerd packages
  • removes the obsolete packaged-rootfs digest/archive contract and stale Bash lock fixture
  • updates Terraform, configuration-management, systemd, security, and runtime contracts

Validation:

  • make lint-check
  • targeted sitectl/version/configuration-management contracts
  • full configuration-management smoke delegated to CI because this workspace Docker daemon cannot bind workspace paths
