Add configurable telemetry charts Replaced the hardcoded telemetry charts.
- Improve timing accuracy in the admin site by Use browser receipt times for chart aggregation. - Handle issue with missing or out of range time buckets.

Add configurable charts
Replaced the hard coded charts.
Fixed some issues with chart timings inaccuracy.
