Updates the KSP developer guide to reflect that Dagger's KSP support is now stable as of Dagger 2.60+ and KSP 2.3.9+. This includes updating the recommended setup versions for Kotlin, KSP, Dagger, and AndroidX Hilt, and adding a performance tip for experimental PSI resolution. Additionally, updates the GitHub Actions CI workflow matrix to test with updated Kotlin and KSP versions, including KSP 2.3.11. Issue #2349 RELNOTES=N/A PiperOrigin-RevId: 979395003
