chore(scale-set): docs and workflows changes

Description

Moves the documentation and CI workflow changes out of #5300 so the parent PR only changes lambdas/**.

This follow-up contains the .github updates, the docs/security.md update, workflow readability separators, and full version comments for the newly pinned action SHAs.

Test Plan

• Repository pre-commit checks passed for the changed files.
• git diff --check passed for both parent and follow-up ranges.
• Verified the parent diff contains only lambdas/**.
• Verified this follow-up diff contains only .github/** and docs/security.md.
