feat(microvm): add Terraform compute provider

Description

Adds the Terraform AWS Lambda MicroVM compute provider and its trust-policy module as an independent provider implementation.

• Adds modules/compute-providers/aws/microvm and its trust-policy module.
• Adds the MicroVM provider contract, IAM policies, runtime logging, validation, and outputs.
• Adds provider-only Terraform test coverage and CI matrix entries.
• Keeps runner-config and multi-runner integration in the follow-up PR.

Test Plan

• Build the Lambda artifacts locally from the MicroVM control-plane/webhook implementation and use the generated ZIP files for downstream Terraform integration validation.
• terraform -chdir=modules/compute-providers/aws/microvm test -no-color — 13 passed.
• terraform -chdir=modules/compute-providers/aws/microvm/trust-policy test -no-color — 3 passed.
• terraform validate and terraform fmt -check passed for the provider modules.
• No live AWS deployment was performed.

Related Issues

• Depends on feat(compute-providers): add Lambda MicroVM provider #5255 for the Lambda control-plane/webhook implementation and ZIP artifacts.
• Follow-up integration PR: feat(multi-runner): integrate Lambda MicroVM provider #5349.
