Update the README, support policy, stable API guidance, environment-variable contract, and conformance documentation to published J2K 0.11.0. Link the ten conformance report assets attached to the release while preserving historical 0.9.0 results.
Advance the existing conformance policy assertions to the newly published version and exact source commit, retaining all Profile/Cclass restrictions and historical-report assertions. The prior policy failed on its hard-coded 0.9.0 status; all ten public-documentation policy checks now pass. Formatting and diff checks also passed. No production code changed.
