Why is Mumbai not present in list of cities in India?

This gives a list of cities in India:

However, Mumbai is missing in this list, Mumbai has an id as can be found here:

Any idea why this is happening? Is it common for random places to be missing from various APIs?

That is a district (type: AdministrativeArea2). The "City" node - https://datacommons.org/browser/wikidataId/Q1156 - does show up in the results.
