Update result type and recommended action for CIMC Compatibility check for CSCwo74485

Describe the enhancement
PR #396 added a validation to warn users about CSCwo74485.

However, it always reports an upgrade failure even when the CIMC upgrade is not required because current CIMC version is supported by both current and target APIC versions.

In such a case,

1. The rule should result in MANUAL CHECK REQUIRED instead of UPGRADE FAILURE.
2. The rule's recommended action should be this instead:

CIMC upgrade is not required. But, in case you are considering it, do not upgrade the CIMC version to 4.3.5+ EBFORE upgrading your APICs to a fixed version [6.0(9e)+ or (6.1(4h)+] of CSCwo74485.
