feat(sdk): Prepare next rollups-node and remove devnet dependency

Summary

Prepare the update to the next rollups-node (alpha.13). Also, the SDK image installed @cartesi/devnet globally only to copy two artifacts out of the tarball, which coupled every image release to a devnet npm publish. That package is itself a repackager of the cartesi/dave release, so the image now downloads the Anvil state dump directly from there.

Changes

• New devnet-state build stage fetches cartesi-rollups-prt-${CARTESI_PRT_VERSION}-anvil-${FOUNDRY_VERSION}.tar.gz
  and extracts only state.json → /usr/share/cartesi/anvil_state.json.
• CARTESI_DEVNET_VERSION replaced by CARTESI_PRT_VERSION. FOUNDRY_VERSION doubles as the
  anvil version in the asset name, so the anvil that dumped the state and the one that loads it
  cannot drift.
• Image no longer ships /usr/share/cartesi/deployments and writes PRT_VERSION file to the folder. The devnet script no longer prints the contract address list — use cartesi address-book.
• Bumps anvil/foundry to 1.5.1 and prt to 3.0.0-alpha.4.
• Bump cartesi-base-image debian:trixie to the latest version.
• Bump image-kernel to 0.21.0, linux-kernel to 6.5.13-ctsi-2-v0.21.0 and machine-emulator to 0.21.0. Add machine-emulator dependency lua-lpeg
