run or submit without uuid

Sol suggests adding cobra.MaximumNArgs(1) for run and submit, which makes sense to me. i.e., these commands should accept only one UUID. Perhaps this ambiguity was pre-existing, but now that the UUID becomes optional, it's a good opportunity to tighten arg parsing. Should be one UUID or zero.

I'm still reviewing; wanted to leave this comment before forgetting.
