fix(hd-ui): complete research and production operations routes

Summary

• add canonical operations workspace and detail archetypes for Research, Production, and global operations
• render persistent routes through the shared F01 Basescape chrome with no vanilla presentation
• bind generated actions to native state-owned controls, including research staffing controls
• add deterministic HD harness fixtures and generated C++/browser contracts
