Pipe: Reuse clusters across related integration tests

Summary

• merge the receiver session, legacy security, and disabled-auto-create cases into one class-level cluster
• move the count-point processor credential case into the existing source permission test cluster
• run sync and async sink permission checks sequentially in one isolated test cluster
• reuse one bidirectional pipe pair for the timeseries and template double-living cases
• reduce the affected coverage by 8 initClusterEnvironment calls
