Code Review
This pull request updates several external dependencies and toolchains. Specifically, it bumps the commit overrides for rules_angular, devinfra, and rules_browsers in MODULE.bazel, updates the corresponding lockfile (MODULE.bazel.lock) with new Chrome and ChromeDriver binary versions (from 153.0.7981.3 to 153.0.7992.0), and updates the @angular/ng-dev dependency in package.json to a newer commit.
