Delete RCS Sample Survey as this is no longer relevant under the new CRF26-29. The RCS indicator has been merged into the new C/RCS for which sample data are already available in GitHub.
Improve C/RCS calculation script by standardizing column names and preventing calculation errors with small datasets.

Delete RCS Sample Survey under Static as this is no longer relevant under the new CRF26-29. The RCS indicator has been merged into the new C/RCS for which sample data are already available in GitHub. The RCS indicator sub-folder under Indicators had already been deleted.
