bumps libcove to 0.32.1 to avoid validator brute force comparison that was causing issues in the pipeline when a large amount of grants had missing identifiers. this requires json schema to be upgraded to 4.18 as well as a patch to force jsonschema to use our validator due to python-jsonschema/jsonschema#994
