User Story

As an admin,
I want to review and approve/reject store applications,
So that only legitimate businesses are listed on Liemo.

Acceptance Criteria

  • Admin sees list of pending store applications
  • Admin can view submitted documents
  • Approve action activates store and notifies owner
  • Reject action sends email with reason to owner
  • Audit log records all approval decisions with timestamp and admin ID
