PTB exposure accounting filter (run 2A)

Description

• Adding art module to filter out BNBLight events with corrupted exposure accounting information (run 2 A). More details in docdb45634).
• Adding dedicated run_decoder_job fhicls including the PTB filter. They are meant to be run only for the production campaign for Run2A.
• Filter validation plots in docdb-??? (plots to come)
