feat: add bounded Global ETF benchmark comparison

摘要

• 在同一云端快照上增加固定 VOO/BIL buy-and-hold 基准比较，复用既有 compute_backtest_metrics。
• workflow 增加 operation=replay|compare，默认仍为 replay；比较仅读取固定 generation 的 bars 与 replay 结果，不调用 runner、不重采、不调用 AI。
• 严格校验来源、UES/QPK identity、窗口、controls、10 bps、2012 observations；结果 create-only 写入聚合摘要，保持 learning_only、no_order、pit_verified=false、promotion_eligible=false。

验证

• pytest -q tests/test_global_etf_learning_benchmarks.py tests/test_global_etf_learning_replay.py：18 passed
• Ruff（E/F/I）通过
• actionlint 通过
• git diff --check 通过

本 PR 未执行云端比较、未下载真实数据到本机、未交易或自动晋级。云 workflow 继续使用固定 UES 5f 与 pandas-market-calendars==5.4.0 overlay；不宣称全仓依赖锁完全一致。PIT、盈利和自然观察仍未完成验收。
