When volatility scale differs by ≥5×, skip metric scoring and preserve any prior CRITICAL/REVIEW status so Policy A cannot clear a ban via a bogus healthy comparison against an incompatible baseline. Co-authored-by: Cursor <cursoragent@cursor.com>
