Expose apply_combined_scale_to_targets for live sizing (omit when scale missing), default SOXL/TQQQ mandate drawdown budgets at 0.35, and a transition-only Telegram helper for ACTION/HALT attention pages. Co-authored-by: Cursor <cursoragent@cursor.com>
