This adds a source-bound
NewResearchRequestpath to the existing saved research promotion lifecycle. New requests keepdrift_scorenull, require validated source receipt references, reject future or stale requests, and reuse stable scope/exact identity so a changed observation date does not repeat AI or optimization work. Existing drift handling remains unchanged.Validation:
