The account new-risk gate was importing a shared historical research drift score with no account binding, incorrectly prohibiting production buys. Remove that fallback and keep explicit account snapshot and portfolio risk states authoritative; existing review/critical/invalid-state, account, and order protections remain in place.
Validation: 105 related tests and 11 subtests passed, including the strategy entrypoint asserting no research-store call and zero-submit paths; Ruff and required PR/main CI passed. SG was deployed as revision 00837-ngg. A controlled no-submit cycle passed with ALLOW_NEW_RISK and complete account evidence; temporary validation settings were removed and the original scheduler/configuration restored. The natural 2026-09-16 19:45 UTC LIVE cycle completed successfully at 19:47:03 UTC with no_action and zero broker submissions. This does not establish a complete automatic account production-drift sampler or prove execution when orders are due.
