ci: run Firstrade runtime heartbeats through locked uv

Summary

• run execution-report and lifecycle QPK heartbeats through one pinned uv setup and frozen runtime sync per job
• remove direct pandas-market-calendars pip installs and classify lifecycle import/traceback failures as unavailable
• cover the locked runtime workflow contract with focused tests
