Summary
Handle trusted pre-execution Codex quota deferrals without automatic repeated model calls. Existing deferred evidence is returned by default. A single explicit, expired recovery is permitted only after identity and saved non-execution evidence checks; unknown or incomplete recovery outcomes permanently block another model call while preserving prior claim, response, and result evidence.
The workflow adds an opt-in recovery input and projects the authoritative recovery result without exposing source or raw response artifacts.
