The Global review authentication preflight returned only a generic failure, so the failed request could not be attributed to token acquisition or the audit service. Add bounded, credential-free classifications and an auth-only dispatch that cannot enter research or model execution.
The default remains plan-only; execute and auth-only are mutually exclusive. HTTP diagnostics expose only a fixed stage and numeric status, never URLs, query strings, tokens, response bodies or exception text.
Validation: 27 focused tests passed, 1 skipped, 17 subtests; actionlint, Ruff, Bash syntax and diff checks passed. Existing failed research state remains unchanged.
