Make ASAPQuery unsupported-query handling configurable

What to build

Make the handling of unsupported, absent-from-plan, and not-ready queries configurable for the asapquery runtime profile. Today this profile requires forwarding those queries to Prometheus.

Acceptance criteria

• Operators can configure the ASAPQuery profile’s behavior when it cannot serve a query from an active, ready summary.
• Startup validation and runtime behavior reflect the selected configuration.
• End-to-end coverage verifies each supported configured behavior.
• The user-facing runtime documentation describes the available configuration and its observable query behavior.
