Try to fix build because onegetcdn.azureedge.net is a legacy Microsoft endpoint used for bootstrapping PowerShell package providers like NuGet, and it has faced disruptions and retirement due to underlying infrastructure changes.
Also Edgio went bankrupt and the azureedge.net domain infrastructure relied heavily on Edgio (a CDN provider), used by the command Install-PackageProvider.
