It seems that Command to run means just command (executable) without any parameters. Like the default is taskmgr.
It was always like this.

We can consider improvement to allow also parameters.
Though note that such change may break existing configurations (for example if somebody has configured command that has spaces in the path, he will have to properly quote such path).
