Disable the stitch task until this patch is deployed:

bluesky/tiled#1514 (comment)

Reason:

Tiled is suffering from the ReadTimeout issue again, and since this cycle started, the success rate for these queries to cms/migration has dropped to only ~50%.

I would suggest closing this PR. we can control whether the stitching occurs simply by modifying the parameters in Prefect Cloud, no need to do this in code, unless you want to do it permanently
