Selects the existing continuous-development profile for the GDS repository itself. Broad GitHub CI remains truthful background evidence; the profile projects explicit removal of required status checks from this repository's tracked ruleset. Generic consumer defaults remain unchanged.
The runbook now distinguishes omitted rules from explicit removal, preserves other rules and protection surfaces, and requires fresh readback after ambiguous write failures. Source selection alone is not a provider-write receipt. The associated native canary transaction is tracked in #88.
Validation: complete Go core quick validation, 47 Python tests, actionlint, instruction structure check, canonical generation plan/apply/verify and repeated drift check passed. No controller/application deployment is part of this source change.
