Using modules and adjusted local optfile from Oliver (@jahn), - update and adjust Mpi test (always -devel and -ur4 only 1 every 3 days) - change (and rename to "_mpth") multi-threaded test to compile and run without MPI (allows -devel to to test -fpe0); alternates -devel, -fast, -ur4
to have more uniform settings across different scripts

Main purpose:
re-enable Intel compiler tests on engaging (were disabled in June 2025) to run on Rocky-8 nodes, using modules and adjusted local optfile from Oliver (@jahn).
-fpe0when using "-devel". Set to run alternatively with-devel,-fastand-ur4.Also update engaging gfortran scripts and svante scripts to get more uniform scripts across platforms and tests, with no effect on the test itself.
