The failing test is because of a previous PR I merged. I'm gonna have to update the Patchwork user agent parser soon anyway, so this can be ignored. |

This is just a single check to enable blocking uploads of duplicate slots via the rootlevel hash. Duplicate hashes are blocked automatically by default, with an option to allow duplicate slots if desired. In the future, we may consider a large database migration task to remove any duplicate slots except the oldest instance of a given slot.
