Introduce functionality allowing Arbitrators to emit reputation penalties:
emitDomainReputationPenalty, which requires a domain proof, andemitSkillReputationPenalty, which does not, but is restricted to root arbitrators.In both cases the given
int256value must be less than or equal to 0.
