Summary

  • route all four trusted QuireForge repository checks from the legacy e2 label to the isolated Proxmox general runner pool
  • preserve the same-repository pull-request guard that keeps public-fork code off persistent self-hosted runners
  • keep Azure/GCP capacity and the default branch unchanged during acceptance

Local validation

  • git diff --check
  • python3 scripts/validate_repository.py
  • pnpm validate on fast storage: frontend/package suites, builds, dist budgets, Cargo check, Clippy with warnings denied, 473 Rust library tests plus 2 sandbox daemon tests

Acceptance gate

This draft PR intentionally triggers the four real jobs on [self-hosted, Linux, X64, proxmox, trusted-build, general]. Do not merge until runner assignment, job success, post-job cleanup, and rollback readiness have been verified.
