Add compact evidence-linked continuation briefs

What changed

• Add opt-in, zero-write writwall inspect --project-root <repo> --brief.
• Separate the compact prose summary from its current-record evidence index.
• Preserve role/lifecycle eligibility, explicit unknowns, and Owner authority.
• Exercise brief output through the installed-wheel gate and source regressions.
• Refresh retained identity digests after accepted governance record changes.

This is unreleased source work. The existing v0.11.0 tag/release is unchanged;
no version bump, merge or release is part of this delivery.

Evidence

• Existing distribution failures reproduced before the ledger correction;
  corrected source and candidate distribution/license gates pass. No checker
  exemption or runtime change was used to repair the ledger.
• Windows full suite: 830 tests run, OK, 13 skips; installed-wheel gate PASS.
• Native Ubuntu full suite and installed-wheel gate: exit 0 under fail-fast
  sequencing; disposable environment deleted. Logging limitation: bridge
  output overwrote part of the unittest summary; no exact Ubuntu test count
  is claimed from that log.
• Two final 136-file projections are byte-identical and checker-clean.
  Complete-tree ledger:

• Compared with both tested trees, only commit provenance and its manifest
  changed; all other 134 files are byte-identical.
• Fresh read-only Sonnet review; no implementation by that Reviewer.

Review boundary

• Public projection files only; no private transactional history or inputs.
• No Doctrine amendment or increased mechanical-enforcement claim.
• DCO sign-off included on the public commit.
• Required CI remains a merge gate. Do not merge or release without separate
  Owner authorization.
